AIME <br /> L ; <br /> Oki C;���l`` <br /> LEE COUNTY BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> MCSWAIN EXTENSION EDUCATION AND AGRICULTURE CENTER <br /> 2420 TRAMWAY ROAD <br /> SANFORD, NC 27330 <br /> May 20, 2022 <br /> MINUTES <br /> Roll Call <br /> Commissioners Present: Arianna Lavallee, Dr. Andre Knecht, Cameron Sharpe, Mark Lovick <br /> Commissioners Absent: Robert Reives, Bill Carver, Kirk Smith <br /> CALL TO ORDER <br /> Vice Chair Lavallee called the meeting to order at 9:00 a.m. <br /> DEPARTMENT BUDGET PRESENTATIONS <br /> Senior Services/COLTS <br /> Commissioners Bill Carver and Robert Reives arrived at 9:07 a.m. <br /> Senior Services Director Debbie Davidson provided information on behalf of the County of <br /> Lee Transportation System (COLTS) and Senior Services. Funds in the amount of$47,653 <br /> are included in the budget as the local county match to the grant funds for COLTS. Funding <br /> will include the purchase of replacement vehicles. The vehicles that were ordered in October <br /> 2021 will not be in by June 30th, which is why they have been rolled into the requested <br /> budget. Some of the vans that are recommended for retirement in 2022 will not be replaced <br /> until 2024. The old vehicles are sold on state surplus and the money from the sales goes to <br /> fund balance towards the match for future funding. The Rural Operating Assistance Grant <br /> Program that contributes $183,659 can be used for operations but is specified for <br /> employment. COLTS generates a lot of transportation fares estimated at $55,000, which is <br /> what has been budgeted for next year. American Recovery Funding totaling $260,000 must <br /> be used by 2023. COLTS has four full-time staff and two part-time staff at the Douglas Drive <br /> Office. An NC Department of Transportation grant pays a portion of these salaries. Three <br /> drivers have CDLs. The starting pay for drivers is $13 an hour. CARES Act money was used <br /> to increase pay from $10 to $13 an hour. Drivers have to go to specific trainings to comply <br /> 1 <br />
