rf ;fit,mc�Ir1/i` <br /> • <br /> Ips <br /> .* e * <br /> CiVit '- <br /> LEE COUNTY BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> MCSWAIN EXTENSION EDUCATION AND AGRICULTURE CENTER <br /> 2420 TRAMWAY ROAD <br /> SANFORD, NC 27330 <br /> May 16, 2022 <br /> MINUTES <br /> Roll Call <br /> Commissioners Present: Robert Reives, Kirk Smith, Bill Carver, Mark Lovick <br /> Commissioners Absent: Arianna Lavallee, Dr. Andre Knecht, Cameron Sharpe <br /> CALL TO ORDER <br /> Chairman Smith called the meeting to order at 4:01 p.m. <br /> DEPARTMENT BUDGET PRESENTATIONS <br /> Administration/Finance <br /> County Manager John Crumpton said the reason he is providing a presentation on the <br /> Administration and Finance Departments is because of the proposal to modify the organization <br /> chart to add two assistant county managers to the organization. Administration and Finance are <br /> the backbone to the County organization and provide much support to internal departments and <br /> external organizations. In 2009, permanent headcount was reduced to 330 and now the County <br /> is approximately at 400. The budget has gone from 60 million dollars to currently 91 million in the <br /> recommended budget. Only one person has been added to Finance since then because of the <br /> ARPA funding. The purpose of the recommended positions are to provide additional leadership <br /> and accountability. The County Manager currently manages 18 departments. A proposed <br /> organization chart was presented detailing the changes from the County Manager. One of the <br /> assistant county managers would be responsible for overseeing operational services, which <br /> includes General Services, Parks and Recreation, Library, Strategic Services, Cooperative <br /> Extension, Emergency Management, Backup 911, Soil and Water Conservation, Fire Marshall <br /> and Development Services. The other proposed assistant county manager would be responsible <br /> for overseeing governmental support, which includes Finance, Social Services, Senior Services, <br /> Information Technology, Elections, Human Resources, Health, COLTS and Mental Health. Lisa <br /> Minter, currently Assistant County Manager/Finance Director, is proposed to be assigned to the <br /> Governmental Support Assistant County Manager.
