NEW BUSINESS
V.A Approve resolution calling for a public hearing in connection with the financing of the
purchase of property located at 115 Chatham Street, known as the Buggy Factory
Since 2014, the County, City of Sanford and Sanford Area Growth Alliance (SAGA)
have leased space from Progressive Development Corporation at the Buggy Factory.
The joint use of the space allowed all entities to have space to house their independent
departments and space for some of the departments shared by both the County and the
City of Sanford. The goal was to have a one-stop shop available for citizens and
developers to develop in Lee County. Progressive Development Corporation is now
looking to sell the Buggy Factory. The County is interested in purchasing the property,
subject to the City of Sanford and SAGA agreeing to continue their leases for 10 years
and the County could potentially lease other space once it has determined all entities'
current needs. Progressive Development Corporation has agreed to allow the County to
enter into an installment financing agreement for the purchase of the building. The
general terms include a purchase price of$5,125,000 with $1,500,000 down payment.
The remainder of the purchase price will be paid at equal monthly installment payments
with zero percent interest over 48 months. Due to the length of time for financing, Local
Government Commission approval is not required. North Carolina General Statute
160A-20 requires a public hearing to be held before an installment financing agreement
can be entered.
Resolution Calling Public Hearing-Buggy Factor 5.16.22 - JG 4.27.22.doc
Motion: Motion to approve resolution calling for a public hearing in connection
with the financing of the purchase of property at 115 Chatham Street, known as the
Buggy Factory.
Mover: Robert Reives
For: 7 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk
Smith, Bill Carver, Mark Lovick
Motion Result: Passed
V.B Approve Modification to Interlocal Agreement for Shared Use of the Buggy Factory
Since 2014, the County, City of Sanford and SAGA have leased space from
5
