• <br /> STATE OF NORTH CAROLINA ) MODIFICATION TO <br /> INTERLOCAL AGREEMENT <br /> COUNTY OF LEE ) FOR SHARED USE OF THE BUGGY <br /> FACTORY <br /> THIS AGREEMENT,made and entered into this day of 2022,by <br /> and between the County of Lee, one of the counties of the State of North Carolina and a body <br /> both politic and corporate,hereinafter referred to as"County", and the City of Sanford, a <br /> municipal corporation chartered by the State of North Carolina, hereinafter referred to as "City"; <br /> WITNESSETH: <br /> THAT WHEREAS, the County and City have jointly leased property located at 115 <br /> Chatham Street(hereinafter"the Buggy Factory") for purposes of locating various city and <br /> county departments and agencies since 2014; and, <br /> WHEREAS, since 2014, the City and County have allowed certain departments, both <br /> independent departments of the local governments and the joint departments of both local <br /> governments, to co-locate in the Buggy Factory to offer a"one stop shop" for citizens and <br /> developers wanting to do business in Lee County and the City of Sanford; and, <br /> WHEREAS, it remains the intent of the parties to increase efficiencies and effectiveness <br /> of all aspects of development for Sanford and Lee County to continue to co-locating the <br /> Community Development, Planning, Building Inspections, Code Enforcement, Downtown <br /> Sanford, Inc., Strategic Services (GIS), Environmental Health, Marketing and SAGA (Chamber <br /> of Commerce and Economic Development)departments within the Buggy Factory; and <br /> WHEREAS, the City and County have leased the space from Progressive Development <br /> Corporation Inc., since 2014; and <br /> WHEREAS, Progressive Contracting Company, Inc. has decided to sell the building and <br /> in order to continue offering these joint services, Lee County Government is considering the <br /> purchase of the building; and <br /> WHEREAS, in contemplation of this purchase, the County and the City remain <br /> committed to work together in a joint effort, to agree to offer these joint services and to enter into <br /> a lease of at least ten years, whereby the City will lease space from the County in the Buggy <br /> Factory to ensure the future function of both the independent and joint departments of the City <br /> and County; and <br />
