public safety salaries in the Sheriffs Department, the SRO division and the Jail, and
$2 million for the provision of Broadband in the County. The use of the $8 million for
the provision of salaries will allow general fund monies to be used for other projects
that are being considered by the Board.
CSLRF grant ordinance amendment #3 v 3.pdf
Motion: Motion to approve CSLFRF Grant Project Ordinance Amendment #3, a
copy of which is attached and included in these minutes.
Mover: Cameron Sharpe
For: 6 - Arianna Lavallee, Dr. Andre Knecht, Cameron Sharpe, Kirk Smith, Bill
Carver, Mark Lovick
Absent: 1 - Robert Reives
Motion Result: Passed
VII. NEW BUSINESS
VILA Re-establishment of Project Lazarus
Project Lazarus was created in 2012 with grant funds through the Health
Department. The group of individuals with the Health Department and the Health
Department Education Specialist aimed to combat the opioid epidemic the county
had been experiencing. Since Lee County, and all 100 counties and a few large
municipalities, have signed into the Memorandum of Agreement for the opioid
settlement along with the NC Attorney General's Office specifying the different
"categories" that the money from the settlement funds can be spent. The
memorandum lists twelve categories of programs and services the money can fund
and support. North Carolina will receive settlement funds over an eighteen -year
period. Staff believes the first step in determining the most efficient way to spend the
funds is to re-establish the members of Project Lazarus. This group of
representatives, from various stakeholders in Lee County, will work with the Health
Department to assess the current programs and services in Lee County and help to
vet new programs and services the settlement money can be spent. This group will
serve as an oversight group in making sure the funds qualify under the MOA and will
help determine the success of each program and service implemented in Lee
County. The MOA requires impact information on all funding spent each fiscal year
to include such things as the number of persons served, examples of success
stories, etc., and this group can be vital in preparing those reports each year. Staff
requested that the Board of Commissioners give the Manager and Health Director
discretion to re-establish the Project Lazarus team. Staff will ask for representatives
from the following sectors to serve on this team and Health Department staff will
work to set up the meetings. The community stakeholders will include: 1. Faith
Based Organizations; 2. a member from the City of Sanford's Commission on the
Opioid Abuse Epidemic; 3. A member of the Lee County NAACP; 4. a member of
Sandhills Center, LME -MCO; 5. a member of VC and Associates; 6. a member of
Central Carolina Hospital; 7. a member of the Lee County Sheriff's Office; 8. a
member of the Sanford Police Department; 9. a member of Daymark; 10. a member
of Lee County Schools; 11. a member of EMS; 12. a member of Lee County
Emergency Management; and 12. a Peer Support Specialist.
Final Opioid MOA_.pdf
Motion: Motion to re-establish Project Lazarus Team.
6
