County Manager's Report — April 18, 2022 <br />On-going Proiects <br />Moore Training Facility - CCCC — Our environmental engineers, Terraquest, continue <br />to work with DEQ on addressing the removal of the Hazardous Waste Permit from the <br />Site. Since our last meeting, they have submitted a 500 plus page report outlining the soil <br />reports they have received in addition the plan they are recommending to close 23 of the <br />27 testing wells (SMUs) on site. The plan calls for continued monitoring around the sill <br />area until the soil tests show the levels are at a "residential" level. They are also reviewing <br />test results for high levels of arsenic in the test wells. Additional testing is being done to <br />see if this a normal occurring situation on the site, which we are confident that it is at this <br />point. The Community College has been notified of the notice to proceed with an RFQ <br />for design services and begin the design phase of the facility. We have met with the <br />President and Vice President of Administration/Finance to make sure we agree on a plan <br />going forward. VinFast will be using the Moore Center for training and mockups of new <br />vehicles. They want to start in 9 to 12 months. The College is moving quickly. We are <br />in the process of developing the lease so they can take over the building July 1St. Interest <br />continues to grow in the facility. The Moore Center will be a very busy place in the near <br />future. <br />Multi -Sports Complex — Since the Commissioners Last meeting, Staff along with <br />McAdams (our designer) have met with several groups. First, Santiago met with the SASL <br />President to discuss the three conceptual drawings (see attached PP). The team then <br />met with the Parks and Recreation Advisory Board on April 5th and the Grow Play <br />Succeed Group on April 6th. Both the Board and GPS support Concept Drawing C with <br />A as the second choice. We continue to share the drawings with other partners and the <br />consensus is support for C with A the second choice. At this point we would like for the <br />Commissioners to decide which plan they would prefer so we can work with McAdams <br />on the final concept and begin formal drawings for the project. <br />Library Building Project — According to our Architect, Vines Architecture, and our <br />Librarian, Beth List, the public comment period for this project has been a success. The <br />team is now reviewing the survey and comments. The team also held a systems meeting <br />to discuss maintenance and IT concerns. Conceptual designs are starting — 60-90 days. <br />Courthouse — Government Center Projects — The main courthouse project is nearing <br />completion. Punch list items are being addressed. The Contractor hopes to leave the <br />building entirely by the end of April. Work continues in the Government Center. The <br />contractor is indicating a May 31 completion date for this project. The Historic Courthouse <br />renovation project is about to start. Santiago is meeting with State this week. <br />Parking Lot Projects — All projects are complete except the security gates at the <br />courthouse and lights at the Douglas Drive — COLTS parking lot. On both projects the <br />items have been ordered. We are waiting on delivery. We anticipate completing these <br />projects in the next 30 days. <br />
