10 305 <br />R E S O L U T I O N <br />BE IT RESOLVED that we, the Commissioners of Lee County, oppose <br />the issuance of a Certificate of Need for Medical Pool Personnel to <br />operate a Home Health Agency in Lee County for the following reasons: <br />(1) A non-profit Home Health Agency based at St. Joseph of the <br />Pines Hospital has been offering quality care to homebound <br />residents since 1969. <br />(2) The existing Home Health Agency is operating with cost <br />containment features and is agressively meeting patients' <br />needs by providing a comprehensive home care program. Further- <br />more, no patient has ever been refused home health services <br />because of an inability to pay nor does the existing Agency <br />maintain a waiting list for any of its services. <br />(3) A for-profit enterprise coming into this area will cause <br />an erosion of reimbursable patients for the existing Home <br />Health Agency and therefore diminish its ability to provide <br />this humane service. <br />(4) The continued proliferation of Home Health Agencies fosters <br />increased health care costs. <br />THEREFORE, we urge the Capital Health Agency to reject the appli- <br />cation for a second Home Health Agency in Lee County. <br />Adopted this the 2nd day of November, 1981. <br />K.S.
