BASIS <br /> Federal Code requires that within one business day after a household applies for crisis benefits, the State will <br /> provide assistance that will resolve the energy crisis if a household is eligible to receive benefits and is in a <br /> life-threatening situation. North Carolina Administrative Code provides regulations on eligibility criteria. <br /> • Federal Regulation:42 U.S.C. § 8621-8630 (2008). <br /> • NC Administrative Code: 10A NCAC 71V <br /> 2.The County will process 95%of Crisis Intervention Program ((IP) applications that have a heat or cooling source <br /> disconnect notice within one(2) business days from the date of application or date all verification is received, <br /> whichever comes first. <br /> RATIONALE <br /> The intent of this measure is to ensure that eligible households who are in danger of losing a heating or <br /> cooling source receive financial assistance to avert the crisis. <br /> BASIS <br /> Federal Code requires that within 48 hours after a household applies for crisis benefits, the State will provide <br /> some form of assistance that will resolve the energy crisis if such household is eligible to receive such <br /> benefits and is in a life-threatening situation.
