funding for guardianship services. Sandhills Center is also working with public health to <br /> provide a clinician. There are 244 providers providing services to Lee County residents. <br /> On December 1St, Rockingham and Davidson Counties joined the Sandhills Center <br /> consortium. All funding issues have been resolved. Medicaid Transformation will <br /> implement standard plans that will take care of some mental health services as of July <br /> 1st. For the people that Sandhills Center manages behavior health care for, they will <br /> also be managing the physical care. Lee County has an active CIT program, which is a <br /> 40-hour course for law enforcement and first responders. Jerry Earnhardt, Eastern <br /> Director of Daymark, was present to provide information regarding Daymark services. <br /> The Sandhills Center will be hosting a breakfast that will take place on April 29th at Cafe <br /> 121 beginning at 8:30. The focus of the breakfast is to educate about facility-based <br /> crisis. After the meeting, the Human Resources Director was asked to compare <br /> County benefits with the costs of neighboring counties. One issue that came up was <br /> that Lee County was one of a few local governments no longer providing retiree health <br /> insurance to new hires. This benefit was eliminated in March of 2010 as part of a cost <br /> reduction plan for the County. Today, not offering the retiree benefit is one reason <br /> employees mention when leaving Lee County to work for another jurisdiction. Staff <br /> recommended a plan modification that will allow employees hired after March 2010 to <br /> receive health insurance benefits at retirement. The recommendation includes an <br /> increase in the number of years the employee must work for Lee County and an age <br /> requirement that increases the number of years an employee must participate in the <br /> Local Government Retirement System. The new policy is intended to increase the <br /> number of employees who become invested in Lee County and want to stay longer. <br /> The other change is to the health insurance coverage for Commissioners. The change <br /> is proposed for Commissioners to allow a way for Commissioners to transition out of <br /> the health insurance plan and essentially have a retiree benefit for a short period of <br /> time. This plan is the same plan that is currently offered to the City of Sanford Mayor <br /> and Council Members.
