NEW BUSINESS <br /> Request from the City of Sanford for a donation of $315,000 to Outreach Mission <br /> County Manager John Crumpton said he had received a request from OMI and the City <br /> of Sanford about a grant of$1. 1 million that OMI is pursing for the construction of a <br /> homeless shelter. The City met with the County to discuss grant and funding <br /> opportunities that OMI would be qualified for with donation. Outreach Mission indicated <br /> they have a shortfall of about $630,000. The City has voted to donate $315,000 and have <br /> asked the County to do the same to meet the shortfall; however, due to legal restrictions <br /> regarding authorization of expenditures by Statute, the money will be earmarked for <br /> operational expenses to serve the homeless. It is difficult for the County to give non- <br /> profits funding to build a building according to state law so County staff is working to find <br /> out how to donate the money to OMI to perform services in the County. Commissioner <br /> Knecht noted concerns expressed by the public regarding the location of the shelter. The <br /> property is located at 507 South Third Street and is proposed on a vacant lot next to the <br /> current women's shelter, noted Hamer Carter, President of Outreach Mission (831 South <br /> Franklin Drive). Commissioner Carver said the facility will allow a coordinated approach <br /> for assisting the homeless and giving them the guidance to health and hope to restore <br /> them as more productive citizens of the county. Commissioner Sharpe said that, in light <br /> of the generous donation of the private sector, this is the County's chance to contribute to <br /> the services for the homeless population without owning a building. Chairman Kirk Smith <br /> conceded Chair to the Vice-Chair to make comment. He said the county already provides <br /> services to the homeless through Social Services, the Health Department, COLTS and <br /> 4 <br />
