V.D Annual adoption of the Lee County Government Strategic Plan for 2022 -2027 <br /> Communications Specialist Hailey Hall provided a summary of changes to the <br /> Strategic Plan discussed at the Board Retreat on January 27th along with a couple <br /> of proposed changes, a copy of the summary is attached to these minutes. Sheryl <br /> Trent, consultant with SBrand, is in the process of incorporating changes made to <br /> the Strategic Plan and will provide a finalized copy pending any changes made by <br /> the Board. Over the last six months, the Strategic Plan has been reviewed by staff <br /> and the Board and updated based on the input received. Under Arts and Culture, a <br /> new objective was proposed by staff based on the Board's discussion at the Retreat <br /> and the suggested objective under Goal 1, states: "Assist in the expansion of spaces <br /> that promote local artists and makers." Commissioner Carver proposed a new <br /> objective under Goal 1 of Partnerships. Commissioner Carver said he believed the <br /> change is recommended because there are issues that ethnic and racial groups are <br /> concerned about in the county as is evidenced by the Task Force report received by <br /> the Board at the last meeting. County Manager John Crumpton indicated he has not <br /> received a lot of complaints in this regard from the public or employees, however it <br /> does not mean they are not received by the Board. The Task Force report was a City <br /> project. Staff was uncertain if the data presented was representative of the <br /> unincorporated areas, although the three topics that were presented by the Task <br /> Force to the Commissioners are items they felt the County had responsibility for. Dr. <br /> Crumpton said the Board would need to give guidance on the kind of data they <br /> would like staff to collect and review, and there are some benchmarks out there that <br /> other groups are already reviewing that could be used to develop data for the Board <br /> to review. Besides Census data, no other data is currently collected. Commissioner <br /> Reives expressed he did not have any objections to the language presented for the <br /> objective, but was concerned about how it would be implemented. Commissioner <br /> Carver recommended talking to Central Carolina Community College stating that <br /> they have a sophisticated way of collecting information on these issues in a form <br /> that's called disaggregated, which looks at information about their population and <br /> separating them into different racial and ethnic groups. This form gives them insight <br /> as to what the performance factors are doing.
