Commissioner Carver referred to the Strategic Plan that the Sanford <br /> Equity Task Force developed stating that "We are a county where character is more important <br /> than the color of your skin."Following discussion, Commissioner Carver suggested that he will <br /> work on rewording the proposed objective to provide for the February 7th meeting. <br /> LCG Strategic Plan 2022 1.25.22-HH.pdf <br /> Board Retreat_SP Presentation.pptx <br /> Lee County Commissioners Strategic Plan Updates Based on Feedback.docx <br /> Commissioner Smith recessed the meeting until 8:30 A.M. on Friday, January 28, 2022. <br /> January 28, 2022 — Retreat Day 2 <br /> CALL TO ORDER <br /> Chairman Kirk Smith called the meeting back to order at 8:30 a.m. <br /> EMS UDPATE - Barry Britt/Tim Simmons, FirstHealth <br /> Development Services Director Santiago Giraldo is now the County staff person in charge of <br /> the contract oversight with FirstHealth and serves as the contact for EMS for the county. Tim <br /> Simmons who serves as the director for FirstHealth EMS in Lee County provided an update <br /> on EMS Systems. FirstHealth assumed operations 10/1/21. They set three primary goas— 1. <br /> Have response times to less than 8.59 minutes; 2. Staff at least three ambulances per day 24 <br /> hours per day with a goal to increase to 4 ambulances; and 3. Reduce lifting assistance <br /> requests/establish report. The average response time during the first quarter was 8 minutes <br /> and 21 seconds. On average, three trucks were staffed per day. The fire department lift assist <br /> requests were minimized due to availability of specialized lift assist equipment installed in one <br /> of the trucks. Investments in Lee EMS included$719,785 in salaries and wages; $46,774 for <br /> medical supplies; $16,972 for rent at 1218 Central Drive and the plan is to rent space to <br /> station a truck in Northview, which will be about $17,000 over a time period, $16,052 in clinical <br /> documentation, fuel costs of$10,448 and new ambulance/capital equipment cost of$657,000. <br /> Two new ambulances will be delivered in the next couple of weeks and will replace some of <br /> the ambulances, which will give a total of three to four brand new ambulances on the fleet. <br /> The cost of a truck is about$220,000-$230,000. One ambulance is a power load, which is <br /> where a stretcher is connected to the back of the truck and it does all the work lifting a patient <br /> into the truck. October 1 through the end of December, FirstHealth EMS responded to 2,227 <br /> calls in Lee County, which was the busiest county FirstHealth serves across the system. <br /> Commissioner Lavallee arrived at 8:39 a.m. <br /> The goal is to keep EMS trucks in the county, however there are times where medical <br /> necessity may require transport to other facilities, which occurred in 63 instances. Forty-nine <br /> were due to patient family requests. Simmons notes that sometimes based on truck status, <br /> patients have to be transferred to Central Carolina Hospital even if it's not their first <br /> preference. FirstHealth is responsible for in-county transports, while CCH has been responsible <br /> for out-of-county transfers. Each call on average takes about one hour to complete. One hundred <br /> and five patients were transferred to an out-of-county facility this past quarter. On average EMS <br /> received 10-11 calls per night. EMS staff work in 12-hour shifts. Congestion in the emergency <br /> department can impact the response time of EMS trucks, causing delays. FirstHealth currently <br /> has 19 out of 36 full time employee positions staffed with four in the Paramedic Academy. They <br /> started out with 12 employees.
