restrictions. Mrs. Minter stated if you move money back to ARPA, it is just making it more
difficult and that is part of the reason for the standard allowance that was adopted. Mrs.
Minter suggested if the board is in agreement, staff will get together and now take the
$1,000,000 that is left in parks projects to see what can be moved off of the ARPA list and
taken care of and prioritize what is left. She also suggested adding a multifunctional room to
the library project so it can be discussed with the design firm as staff is working on the
contract. The Board gave a consensus to move forward with asking the Vines design firm for
the library project to consider incorporating a design for a multifunction room. Commissioner
Reives requested to categorize items.
ARPA Proposed Project List.pdf
Motion: Motion to put $1,000,000 in capital improvement projects identified on list
provided.
Mover: Robert Reives
For: 5 -Arianna Lavallee, Dr. Andre Knecht, Cameron Sharpe, Mark Lovick, Robert Reives
Against: 1 - Bill Carver
Absent: 1 - Kirk Smith
Motion Result: Passed
FUND BALANCE POLICY DISCUSSION - Dr. John Crumpton/Lisa Minter
Financial Policy Adjustment
The Treasurer's Office has changed the way of looking at fund balance as a percentage of
general fund expenditures. The threshold has been 8% and the Treasurer's Office is now
raising the threshold to 20%. Assistant County Manager/Finance Director Lisa Minter
recommended going from a 16% floor(County's current threshold) to a 24% floor. Out of the
95 counties reported in 2020, Lee County was one of 26 counties below 30% and still at a
lower range at 32%. Having general fund balance helps cash flow projects until the County is
able to go to market. County Manager John Crumpton said staff has looked at a tax rate
decrease and a lot depends on what the Board decides to do with pay for the employees.
Medicaid reform may cause a large increase in the budget for Social Services. Commissioner
Knecht recommended taking the segment out of the incentive policy to see how much the
policy has lowered the tax rate.
Fund Balance history.pdf
State Treasurer memo dated 8-11-21.pdf
Financial Policies revised 1-2022.pdf
Motion: Motion to adopt numbers as presented.
Mover: Robert Reives
For: 6 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Bill Carver,
Mark Lovick
Absent: 1 - Kirk Smith
Motion Result: Passed
CAPITAL IMPROVEMENT PLAN DISCUSSION
Capital Project Review
For the Multi-Sports Complex Project, staff has interviewed designers and will be making
recommendations to the Board on February 7th. Dr. Crumpton said the design is going to
look a lot different than the concept presented for the bonds because of soil and wetland
issues on site. The design will have to use topography of the property to save costs. The plan
is to have the same number of fields in a different configuration. The proposed schedule is
10
