A team of surveyors (SM&E) was unable to obtain <br /> satisfactory compacting readings due to the severe decay of this area. The change <br /> order amount requested for 1, 5 and 6 is $61,807. The County had strived to keep its policy as restrictive or more restrictive than NC <br /> Law and/or the Uniform Guidance. Our recent review has shown one area in the <br /> purchase of construction or repair work where we are less restrictive than Uniform <br /> Guidance. That gap is shown in red on the attached graph. Uniform Guidance requires <br /> formal bidding in excess of$ 250,000 for construction or repair work. Our current policy <br /> requires formal bidding in excess of$300,000. Assistant County Manager/Finance <br /> Director Lisa Minter requested approval of a change to the policy to lower our threshold <br /> for formal bidding of construction or repair work to $250,000. She also requested the <br /> addition to the General Guidelines for Purchasing section of the policy a Civil Rights <br /> Policy, which is required by Federal law to adhere to nondiscrimination and <br /> nondiscriminatory use of Federal funds. Lee County will ensure entities receiving <br /> Federal financial assistance from the Treasury do not deny benefits or services, or <br /> otherwise discriminate on the basis of race, color, national origin (including limited <br /> English proficiency), disability, age or sex (including sexual orientation and gender <br /> identity), in accordance with the following authorities: Title VI of the Civil Rights Act of <br /> 1964 (Title VI) Public Law 88 -352, 42 U.S.C. 2000d-1 et seq., and the Department's <br /> implementing regulations, 31 CFR part 22; Section 504 of the Rehabilitation Act of 1973 <br /> (Section 504), Public Law 93-112, as amended by Public Law 93-516, 29 U.S.C. 794; <br /> Title IX of the Education Amendments of 1972 (Title IX), 20 U.S.C. 1681 et seq., and the <br /> 8 <br />
