Sanford's population is uninsured and 22% of the population is living in poverty. There is <br /> a disparity in the ability to access quality health care. There is also a lack of mental <br /> health care providers in Lee County. Addiction and abuse are serious problems that are <br /> reflected in a nationwide opioid crisis. Opioid overdoses more than doubled in the spring <br /> of 2021. The task force recommends that the City of Sanford work with partners to <br /> create an affordable community care clinic, require law enforcement to undergo <br /> sensitivity training and provide training for schools on addiction and substance abuse in <br /> the classrooms. The Task Force recommends collaboration with COLTS to expand <br /> transportation services for underinsured and uninsured people. Superintendent of Lee <br /> County Schools Dr. Andy Bryan provided input and discussion along with staff related to <br /> the areas of concern in public schools. The Task Force held 42 sub-committee meetings <br /> addressing concerns in a variety of different areas. Third Street PIN 9652-06-2768-00 <br /> The City of Sanford and Lee County own a vacant lot at 1004 S. Third Street, PIN <br /> 9652-06-2768-00 as a result of a foreclosure sale in 2017. The tax value of the land is <br /> $9,000 and the amount of taxes/fees owed on the property is $11,944.55. The County <br /> has received an offer in the amount of$7,000. MAD M&R would only utilize this easement in <br /> the event of an emergency and it will be abandoned once Kelly Drive is completed in <br /> 2024 -2025 where the development will then have a road access point. The easement <br /> will be gated and locked at the County's property and at the property line and the City of <br /> Sanford's Fire Department will be the only ones with access. It is Staffs understanding <br /> this has previously been approved by the City of Sanford. If the Board is willing to grant <br /> the easement, Staff will draft additional language to make it clear the easement is <br /> temporary and for the specific use of emergency access only.
