III.0 Zoning Map Amendment (Rezoning) Application and Staff Report - 2.43 acres on <br /> Lower Moncure Rd from RA to Mitchell Conditional Zoning District <br /> Planning Administrator Amy McNeil presented a zoning map amendment to rezone <br /> four vacant adjoining tracts of land totaling 2.43 acres with frontage on Lower <br /> Moncure Road from Residential Agriculture to the Mitchell Conditional Zoning District <br /> to allow the development of the site in a commercial manner. The applicant requests <br /> conditional zoning to allow the property to be used as a Contractor's Office with <br /> outdoor storage areas. The Proposed construction is a 60'by 80'single story pre- <br /> engineered building that will be used for office and operations work for Mitchell <br /> Paving. A paved parking area will be provided at the font of the building. Buffer yards <br /> will be provided and are represented on the site plan. <br /> Chairman Smith opened the public hearing for comment. <br /> The following person spoke in favor of the proposed rezoning: <br /> - Mark Mitchell, 1522 Lower Moncure Road, Sanford, NC <br /> - Robert Brantly, 1114 Harper Road, Raleigh, NC (Prepared concept plan for <br /> conditional rezoning process) <br /> No one spoke against the rezoning. <br /> Chairman Smith closed the public hearing. <br /> 003-CZ@(V)Lower Moncure Road-Mitchell-BINDER.pdf <br /> IV. PUBLIC COMMENTS <br /> Pursuant to N.C. General Statute 153A-52.1, the floor was open for public comments. No <br /> public comments were received. <br /> V. OLD BUSINESS <br /> V.A Request to hold a public hearing for an economic development project to lease space <br /> from Lee County Growth V, for a spec building located in Central Carolina Enterprise <br /> P�Ic <br /> Fully Executed MOU with Lee Co_City of Sanford_LCGV.pdf First <br /> Amendment to CCEP Lot 6 MOU City Approved.docx <br /> On March 15, 2021, the County held a public hearing to expend money to lease space at <br /> Central Carolina Enterprise Park in the amount of up to $325,000 over the 24 months of <br /> the lease. The City of Sanford, Lee County, Sanford Area Growth Alliance and Growth <br /> One V LLC, entered into a memorandum of understanding in which the spec building at <br /> Central Carolina Enterprise Park would be used to market Lee County and the City of <br /> Sanford to entice new companies to locate and create jobs within our community. The <br /> County is being asked to increase the lease amount due to increased construction costs <br /> since the MOU was passed.
