to spend funds on capital projects on encumbered properties. Any property being used as <br /> collateral are not currently available as acceptable uses to apply the funds. Staff is researching <br /> the potential use of ARPA funds as matching funds on certain grants for projects. For <br /> broadband projects, using ARPA funds may eliminate the eligibility to apply for other funds for <br /> broadband projects thus eliminating the ability to pool funds on large projects. The City is <br /> looking at providing affordable housing incentives to incentivize developers to invest in <br /> providing affordable housing. <br /> V. Update on County Projects <br /> Development Services Director Santiago Giraldo provided an update on County projects. <br /> Parks projects includes Kiwanis Children's, Horton, OT Sloan, and Temple Parks. The <br /> Courthouse Project includes the Main Courthouse, Historic Courthouse, Board of Elections, as <br /> well as parking improvements. The Board of Elections is now located in the judicial complex. <br /> The Bob Hales Center Project began in February 2021 and is now complete. The bid opening <br /> for the renovation on the Horton Park pool and pool house will take place next week. Trails at <br /> the San Lee Park Gravity Park were completed and a ribbon cutting was held on December <br /> 11th. There are currently five trails going down and one return trail. The five trails go from <br /> beginner to expert. The next phase is the rehabilitation of the walking trail and single track bike <br /> trail. Upcoming projects include the Lee County Library. The County has awarded the design <br /> contract for the library to Vines Architecture. The project is estimated to be completed in the <br /> fall of 2023. The request for qualifications for the design for the Multi-Sports Complex has <br /> received six submittals and should be going to the Board of Commissioners for approval in the <br /> near future. Mayor Chet Mann requested consideration of additional improvements at Temple <br /> Park to be an incentive for future investors and developers to make improvements in the area. <br /> The County is planning to install a walking trail and new playground equipment in the future. <br /> Commissioner Smith asked about the expansion of the Endor Iron Trail and consideration to <br /> connect greenway trails into a regional greenway system. <br /> ADJOURN <br /> Upon a motion made by Council Member Sam Gaskins, the/ee ng adjourned at 12:53 p.m. <br /> ,,idiL) ,,tre_ <br /> Kirk D.
