Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk Smith, Bill Carver, Mark Lovick Motion Result: Passed IV.E Resolution Appointing Brian Estes to Serve Remaining Term of Sheriff Tracy Carter Sheriff Tracy Carter has submitted notice of resignation from his position as Lee County Sheriff effective January 1, 2022. Pursuant to North Carolina General Statute 162-5.1(b), "if the sheriff were elected as a nominee of a political party, the board of county commissioners shall consult the county executive committee of that political party before filing the vacancy, and shall appoint the person recommended by the county executive committee of that party, if the party makes a recommendation within 30 days of the occurrence of the vacancy." Further, 162-5.1(d) requires the Commissioners "not to make any appointment under this section without first being presented with a valid disclosure statement of no felony convictions or expungements, issued within 90 days prior to the appointment, prepared by the North Carolina Sheriffs'Education and Training Standards"in accordance with North Carolina General Statute 17E-20. The Lee County Republican Executive Committee has taken action to recommend Brian Estes for appointment to fill the remaining term upon the retirement of Sheriff Tracy Carter. PUBLIC HEARING V.A Additional Public Hearing for Project Frame-Grant Funding Chairman Smith declared the Public Hearing for Project Frame open. Jimmy Randolph, CEO of the Sanford Area Growth Alliance, 3405 Windmere Drive, Sanford, NC presented a request for a reimbursable grant from NC Railroad Company in the amount of up to $300,000 and spoke in favor of participation in the proposed grant. The company has been deemed eligible for a grant from the NC Railroad to help support a rail spur at the site of the project. The County would operate as a pass-through agency for the grant. The company will receive payments based on reimbursable expenses. If the company is unable to comply with the terms of the grant, the County is responsible for seeking repayment of the grant to NC Railroad. A public hearing was held on the cash grant incentive on September 8, 2021. The Project would bring approximately 235 new jobs in production and installation. The purpose of this public hearing is to see if the Board wishes to participate in the grant. No
