Following discussion, <br /> Commissioner Reives requested to call the question. <br /> BOC Minutes 10-18-21 Regular Meeting.docx <br /> BOC Minutes 10-18-21 Regular Meeting - Amended.docx <br /> Motion: Motion to approve minutes for the October 18, 2021 regular meeting <br /> minutes as amended. <br /> Mover: Bill Carver <br /> For: 4 - Arianna Lavallee, Dr. Andre Knecht, Kirk Smith, Bill Carver <br /> Against: 3 - Robert Reives, Cameron Sharpe, Mark Lovick <br /> Motion Result: Passed <br /> V.D ARPA Fund Allocation Discussion <br /> Commissioner Bill Carver requested consideration to authorize up to 10% of the <br /> ARPA to administer and manage programs and compliance requirements. The <br /> complexity of the program is significant and a significant portion of the money was <br /> authorized by the Federal Government to provide for the administrative oversight of <br /> the funds to verify compliance. County Manager John Crumpton stated that the <br /> position previously approved by the Board would be included in any approval to <br /> allocate administrative costs. Commissioner Reives stated that he would like to <br /> emphasize that once money is distributed to another organization with an <br /> independent board, control is lost unless there are safety assurances in place. <br /> Commissioner Carver stated that an ordinance must be passed to allocate money <br /> from the funds and care must be paid about allocation to any sub participant since <br /> the County is ultimately responsible. Commissioner Carver also indicated the intent <br /> of the request is to express concern about compliance requirements and to make <br /> sure the manager has the leeway to hire the help he needs to ensure compliance. <br /> No action was taken. <br /> VI. NEW BUSINESS <br /> VI.A January BOC Retreat Discussion <br /> Commissioner Carver requested a discussion regarding topics for the January Board <br /> Retreat. Commissioner Reives requested to know what Lee County needs are and <br /> include staff feedback. Commissioner Sharpe stated his main priority is to reduce <br /> taxes. This has been done in 2016 and 2020. Commissioner Sharpe also requested <br /> an update on the sports complex and library projects. Commissioner Lavallee <br /> requested an update on EMS and the capital improvement plan. Commissioner <br /> 4 <br />
