PRESENTATION OF RESOLUTION III.A Resolution recognizing Pamela Glover for her years of service on the Lee County Juvenile Crime Prevention Council. Commissioner Arianna Lavallee presented a Resolution Recognizing Pamela Glover for her years of service on the Lee County Juvenile Crime Prevention Council. Motion: Motion to approve the Resolution as presented, a copy of which is attached and incorporated into these mintues. General Statute 153A-52.1, the floor was opened for Public Comments. OLD BUSINESS V.A 4841-02-21 Lee County Library CM at Risk RFQ recommendation Development Services Director Santiago Giraldo presented a summary on the process for the recommendation of the Lee County Library Construction Manager at Risk Request for Qualifications. In August an RFQ opening was held for Project# 4841-02-21 Lee County Library Construction Manager at Risk RFQ. Six (6) sealed qualifications from a variety of companies from across the region were received. These proposals were reviewed using five factors for selection as described by the RFQ notice. This selection process resulted in four(4) in-person interview requests and two (2) follow up reference verification calls for the short list of finalists. Following a review discussion of the four interviewed firms, the selection committee recommended Sanford Contractors/SAMET Corporation from Sanford, NC as the Construction Manager at Risk firm for this project. The determination to use CMAR instead of other delivery methods is driven by the highly volatile and fluctuating supply market over the past 18 months as a result of Covid-19. It is assessed that having a fiduciary in this project who will provide performance and payment bonds as required by G.S Chapter 44A is in the best interests and fiscal responsibility of this project. 2
