community input and not having a full understanding of the rules related to the funds.
Commissioner Carver suggested providing information to allow those that may want to
provide input the material necessary to base it on. Commissioner Reives requested to
have Department Heads included as a part of the community input process.
Commissioner Carver asked whether premium pay has been considered. Mrs. Minter
stated that it has not been made a priority since it would exclude people who may have
been sent home but were working during the pandemic. County Manager John
Crumpton stated that staff can provide a breakdown of who would qualify for premium
pay if it were to be implemented. Commissioner Carver asked if certain non-profits who
may have more familiarity with the rules be identified as potential candidates for receipt
of the funds. Mrs. Minter stated that a request for information would need to be put
together to seek certain details. Commissioner Reives stated he noticed Wake County
set aside a pot of money for non-profits and a separate pot of money for QCT zones.
He requested to know more about how this was done. Commissioner Reives
recommended to consider whether people are prepared to be recipients and be
accountable for the funds, which is why he advised they should be bonded, because
otherwise the County will be held accountable for the funds if there was a problem.
Chairman Smith asked that the leadership between the Town of Broadway, City of
Sanford, Chamber of Commerce and Sanford Area Growth Alliance meet to discuss an
all boards meeting. Dr. Crumpton stated that SAGA is proposing an all boards meeting
in January, which can include this discussion.
recovery-funding-categories (1).pdf
LC Board presentation - ARPA 11-1-21.pdf
VII.
