The funding received by the County as part of ARPA funding is $11,999,847; <br /> Sanford is receiving $9,588,012; and Broadway is receiving $ 409,845. Funds may <br /> cover costs from March 3, 2021 to December 21, 2026. Funds must be encumbered by <br /> December 31, 2024. The first reporting deadline was delayed due to the amount of <br /> information that needed to be submitted. The objectives are to address pandemic public <br /> health issues, address negative economic impacts of the pandemic, compensate for <br /> lost local government revenue growth, aid low income areas and populations and <br /> longer-term investments in critical infrastructure. The basic award terms and conditions <br /> say the US Treasury Guidelines will need to be complied with under the Uniform <br /> Guidance. Compliance is a concern due to running into some issues with some of the <br /> ideas that were originally considered. Any project considered must be eligible under <br /> ARPA rules and state law authority. Local government must follow federal and state law <br /> compliance. These funds cannot be donated to an organization, but the County can <br /> contract with an organization for a service the County could provide, similarly to how <br /> the County currently contracts with non-profits in the budget process. Commissioner <br /> Reives asked about whether organizations contracted with would require bonded <br /> individuals handling the money. Subrecipients must be accountable to the Local <br /> Government for compliance with all rules and regulations attached to the funds. All <br /> funds are subject to audit requirements. There are also restrictions on what can and <br /> can't be done with property including an inability to apply funds to property that will be <br /> subject to a loan. The County is currently recruiting for a Recovery Funds Manager. A <br /> sub-award policy laying out conditions of sub-awards and monitoring will need to be <br /> adopted. The School of Government is formulating templates to help meet these <br /> requirements. A joint meeting was proposed with the City of Sanford and Town of <br /> Broadway to discuss joint projects and prevent a duplication of efforts. Mrs. Minter also <br /> requested to schedule a session during the board retreat to discuss potential projects. <br /> Another piece is community engagement, which is not a requirement of the County, but <br /> something that can be conducted.
