V.B Request for funding from the Airport Tax Reserve Fund by the Sanford-Lee County <br /> Regional Airport Authority <br /> The Sanford-Lee County Regional Airport Authority met on Thursday, October 28, <br /> 2021 and passed a Resolution seeking the Commissioners' approval to withdraw <br /> $330,000 from the Airport Reserve Fund. The funds are needed as a local match to <br /> a state grant of$4.7 million to make improvements to the South Terminal Area. The <br /> Airport Authority will be using an additional$220,000 of funds they have on hand to <br /> complete the match. These improvements include additional taxiways and site <br /> improvements for additional hanger spaces. The Airport Reserve Fund currently has <br /> $396,260 in the fund. Assistant County Manager/Finance Director Lisa Minter told <br /> the Board that they are projecting an additional $140,000 will be collected by <br /> January 6, 2022, and we therefore expect a balance of over$200,000 to remain in <br /> the fund once all FY 21-22 taxes are collected. The area being improved will <br /> provide space for small to mid-size hangers, which are in large demand for users of <br /> the airport. The airport leases the land for 20 years and the airplane owner then <br /> builds the hanger. The number of planes and hangers are increasing, creating <br /> additional tax base for the airport. MANAGER'S REPORTS <br /> VI.A Update on Multi-Sports Complex <br /> County Manager John Crumpton stated that on October 20, 2021 the County closed on <br /> the 110-acre sports complex property. Now that the land is acquired, the next step is to <br /> begin the design process. There are some issues that will need to be addressed before <br /> starting construction, including wetland mitigation and access from Highway 42. <br /> Also, staff visited the Magneti Marelli site on Friday. They have stopped operations as <br /> of September 30th and are visibly trying to empty the facility. There are some concerns <br /> about some things that have been advertised for disposal at an auction next week that <br /> staff believes are fixtures to the site. There are some things in the building that Central <br /> Carolina Community College and County may need to bid on that are not fixtures, such <br /> as overhead cranes that the college would like to keep for training purposes. The <br /> County Manager asked for authorization to spend up to $100,000 for items advertised <br /> at auction. County staff is having issues with communication with the company. The <br /> purpose of participating in the auction is to protect the interest of the community college <br /> and the County. $100,000 should be able to purchase the cranes and other equipment. <br /> Staff is planning to visit the facility before and after the auction to evaluate the property <br /> that is left. It is Magneti Marelli's intent to vacate the building by December 31, 2021. <br /> 5 <br />
