County Manager's Report — October 18, 2021 <br /> Ongoing Projects <br /> Courthouse & Government Center Renovations — Work continues in the Main <br /> Courthouse Building. Renovations continue to the old Register of Deeds, District <br /> Attorneys and Magistrate Courtroom areas. Work at the courthouse should be completed <br /> before the holidays. Work at the Government Center is still ongoing. Phase 1 & 2 <br /> anticipated completion date is October 22. Phase 3 will start immediately after completion <br /> of the first two phases. The smoke stack demolition is complete. We expect completion <br /> of this entire project in the first quarter of next year (2022). <br /> Historic Courthouse Grant—This process continues to move slowly. We have received <br /> notice from the Triangle J Council of Governments, who was our grant writer for this <br /> project, that the Federal Government has announced plans to release these funds in the <br /> near future. Once the funds are released, the County can move into the construction <br /> design phase. We are hopeful that we can bid this project in the spring and award a <br /> construction contract by summer. <br /> Library — Staff is currently working on the contract with Vines Architecture. We plan on <br /> presenting this to the Board at the November 1 Board meeting. The staff is currently <br /> reviewing the RFQ responses for the Construction Manager at Risk (CMR). We plan to <br /> have this recommendation to the Board at one of the November meetings. <br /> Parking Lot Projects — Fred Smith, Inc. has begun work on the parking lot projects for <br /> the Courthouse, Board of Education, and Douglas Drive. These projects should be <br /> completed by the first of November. BAR Construction has begun the renovations of the <br /> Hillcrest Parking lot. This project will be completed by the end of November. There could <br /> be traffic issues along Hillcrest when the contractor constructs the new pedestrian <br /> walkway from the Parking lot to the building. This should only be for a short time. For <br /> the Courthouse and Government Center parking lots, several trees needed to be removed <br /> due to safety concerns and space needs. This should have been communicated to the <br /> Board prior to the removal due to the sensitivity of this issue. No more trees should be <br /> removed for the projects. <br /> Parks and Recreation Projects - Bob Hales Center — This project is essentially <br /> complete. We continue to work on punch list items with the contractor. After some <br /> complaints during a recent volleyball contest, we are looking into the possibility of AC <br /> being placed inside the gym. Once we have the estimates we will discuss this potential <br /> project with the Commissioners. Horton Pool Design — design for the upgrades to the <br /> Horton Pool continue. With the Commissioners approvals at the last board meeting this <br /> project should go to bid in December. <br /> Park Master Plan Projects — Phase 1 at Horton and Kiwanis Children Parks is almost <br /> complete. Enough work is complete at Kiwanis Children's Park for a ribbon cutting and <br /> re-opening of the Park to occur on Friday October 15 at 10:00 am. We expect to have <br /> Horton Park re-opened any day. We decided to wait on a formal ceremony at Horton until <br />
