OLD BUSINESS <br /> V.A Vote on Redistricting Plan and Resolution <br /> Strategic Services Director Don Kovasckitz reminded the Board that at the last meeting the <br /> Board took action to direct staff to prepare a Resolution for the adoption of redistricting Plan <br /> F. Following conversation from the meeting, staff was also asked to create a Plan G, <br /> removing 50% of the population moved from District 2 into District 1. 647 was the <br /> population and 316 were moved from the proposed District 1 to District 2. Plan A, Plan <br /> F, and Plan G were illustrated for the Board. Plan A included the least amount of <br /> changes to bring the districts into the 5% deviation compliance. For Plan F, some of the <br /> population that follows the 421 bypass that was in District 4 was moved to District 2 <br /> since some of the population was moved out of District 2 into District 1. Commissioner <br /> Reives stated that the minority population was reduced in District 3 by 8% and Plan F <br /> inserts 3.8% more white people in exchange. Commissioner Knecht stated that the closest <br /> highway boundary and total population was used to make sure that Plan F meets the <br /> redistricting parameters. Commissioner Sharpe stated that map A moved one boundary line <br /> while map F moved about 3 lines. Chairman Smith stated that Plan A has the fingers that <br /> give the gerrymandered appearance. Commissioner Sharpe stated that he thinks the end <br /> game is to put Commissioner Reives out of the next election. Knecht stated the intent <br /> 3 <br />
