V.0 Approve Resolution for Project Frame <br /> Project Frame is a building products manufacturing project, which consists of building a <br /> construction and the purchase of machinery and equipment in the amount of at least <br /> $18,000,000 in net new taxable investment. Lee County intends to share up to <br /> $275,595 of the cost of the projects with revenues from the County's General Fund over <br /> the five-year life of the project. The project is estimated to create at least 235 net new <br /> jobs with an average annual wage of$50,720 over the length of the project. The Board <br /> held a public hearing on the proposed economic development incentive for Project <br /> Frame on September 8, 2021. Two people spoke in favor of the proposed project and <br /> one person spoke against the project. SAGA is requesting approval of a resolution <br /> memorializing the basis parameters of the incentive. There are seven LME/MCO's in NC <br /> of which Sandhills is one. For the past two years there have been issues with Cardinal <br /> which is located in Mecklenburg County. Due to problems, the secretary disbanded the <br /> Board of Directors and brought in a new CEO, however problems have continued and <br /> counties have expressed concerns. Cabarrus, Mecklenburg and Forsyth counties <br /> indicated their intent to disengage from Cardinal. In June of this year the secretary <br /> acknowledged these counties rights to disengage from the LME/MCO. At the same time <br /> the other counties began to look at other LME/MCO's to leave Cardinal and realign. The <br /> Secretary then decided Cardinal would no longer be solvent, and has proposed a <br /> merger with Viant. Those 20 counties had to decide whether to stay with Cardinal and <br /> be assumed by Viant or go with other merger partners. Sandhills was contacted by <br /> some of the counties regarding a merger. Davidson and Rockingham County are the <br /> two counties contiguous to the Sandhills region and had many of the same <br /> characteristics and would be a good fit for Sandhills Center. Back in July both counties <br /> passed a resolution to disengage from Cardinal and realign with the Sandhills Center. <br /> Sandhills is looking at a December 1 merger date for Rockingham and Davidson <br /> Counties. NCACC also worked with the state and Senate Bill 594 has been passed and <br /> ratified which addresses a formula where the cardinal fund balance will be addressed to <br /> the Counties that are leaving. The formula was vetted through the NCACC and through <br /> the LME/MCOs to make sure the fund balance and risk reserve are divided among the <br /> counties that are leaving. Sandhills would receive the Davidson and Rockingham funds. <br /> The rural factor did not affect Davidson but did affect Rockingham County. Will receive <br /> Medicaid payments and the state funds that would have gone to Cardinal along with <br /> applicable federal funds. Sandhill's has worked with Davidson and Rockingham <br /> Counties and the transferable funds for Davidson is $824k and for Rockingham is $600k <br />
