- James Womack,1615 Boone Trail Road, Sanford, NC <br /> - Jay Delancey, 296 Fairway Lane, Sanford, NC <br /> Chairman Smith closed the Public Hearing. <br /> Mr. Kovasckitz stated that the criteria used in creating the proposed plans was <br /> population, keeping the incumbents in their current districts, keeping districts compact, <br /> and following Section 2 of the Voters' Rights Act to do nothing to impede or hinder the <br /> rights of the minorities. Chairman Smith stated that he requested the number of <br /> individuals by political association and number of individuals by voter registration; <br /> however, based on the advice of the County Attorney he withdrew his request for the <br /> individuals by political association. <br /> Mr. Kovasckitz, based on a request from members of the Board, provided information <br /> regarding Plan F. District 4 population was moved to district 2, all plans are within 5 <br /> deviation, still compact, all incumbents still in their districts and it still maintains a <br /> majority-minority district. Direction given for Plan A was to bring population as close as <br /> possible to zero deviation. Plan F was at the direction of Commissioner Knecht. <br /> Commissioner Knecht stated that the main goal of proposed Plan F was to keep <br /> compactness and the majority-minority district. Commissioner Reives requested to <br /> reduce the number of individuals in District 2 that would shift to District 1 in Plan F by <br /> 50%.
