PUBLIC HEARING
II.A Public Hearing for Redrawing Boundaries of Lee County Commissioner Electoral
Districts (Redistricting)
Based on the 2020 Census population data, the Board of Commissioners is required to
redraw its electoral district boundaries because there is a substantial inequality in
population among the districts. Strategic Services has presented five plans to the Board
and at its September 20, 2021 Board meeting, the Board voted to hold a public hearing
on Plan A and Plan E. Notice of the public hearing ran in The Sanford Herald on
September 23, 2021 and a printed notice of the public hearing along with the two maps
were posted at the Lee County Library, the Lee County Courthouse, the Lee County
Summit Building, the Lee County Board of Elections and the Buggy Factory. The
redistricting information, including access to the original five plans and the public
hearing notice, was also posted to the Lee County website. Strategic Services Director
Don Kovasckitz provided a summary of the redistricting process. Plan A provides the
least amount of impact in bringing the districts back into compliance. Plan E brings the
districts as close to a zero deviation as possible.
Chairman Smith opened the public hearing for comment.
The following people spoke:
- David Smoak, 96 Northridge Trail, Sanford, NC - President of the Carolina Trace
Association
2
