STAFF REPORT PRESENTED AT THE PUBLIC HEARING (.40 <br />PETITION #2012 -0601 BY BOATMEN PROPERTIES, LLC <br />Site and Area Description <br />The property petitioned to be rezoned is 1.13 -acres in size and is located at 2711 Jefferson Davis <br />Highway. The property is situated east of Jefferson Davis Highway and begins approximately 450 feet <br />north from the intersection of Jefferson Davis Highway and Hickory House Road. In 2007, the applicant <br />purchased the 1.13 -acres and combined it with an existing 2.65 -acre parcel thereby creating a 3.78 -acre <br />tract of land. The front portion of the 3.78 -acre tract is zoned Highway Commercial and developed with a <br />retail establishment. The rear portion which is the subject of this rezoning is vacant and lightly wooded. <br />There is a mixture of commercial and residential zoning and land uses in the vicinity of the subject <br />property. The properties adjacent to the north and east are zoned Highway Commercial and Residential <br />Agricultural and are the site of Chatlee Boat and Marine which is owned by the applicant. The properties <br />adjoining to the south includes a vacant commercial lot at the corner of Jefferson Davis Highway and <br />Hickory House Road and a residential lot developed with a single- family house. Properties further north <br />of the site along Jefferson Davis Highway are zoned Highway Commercial. <br />Staff Analysis <br />If rezoned, the applicant plans to construct a large warehouse building that will be used for their boat and <br />marine business. As proposed, entry to the building will be by an existing internal driveway through <br />Chatlee. <br />The property is currently zoned Residential Agricultural district which is intended for very low- density <br />residential and agricultural uses. Lot density and dimensional standards in the RA district includes a <br />minimum lot size of 40,000 square feet, a minimum building setback of 30 feet from any street right -of- <br />way, 30 feet from a rear property line, and 15 feet from all side property lines. <br />The Highway Commercial district is established to accommodate uses that depend upon a large flow of <br />traffic and convenient access, such as retailing of durable goods, the provision of commercial services to <br />industrial areas, and the provision of services to tourists. The Highway Commercial district is generally <br />located adjacent to major thoroughfares. The HC district requires a minimum front yard setback of 10 <br />feet with side and rear yard setbacks established by the required buffer yard width. <br />Utilities <br />The site will be served by public water and a private on -site septic system. <br />Emergency Response <br />The subject property is located within the Tramway Fire District <br />Transportation <br />The 1994 Sanford Thoroughfare Plan Technical Report notes that U. S. 1 is a principal arterial passing <br />through central North Carolina and connecting Rockingham, Southern Pines, and Sanford to Raleigh. <br />Non - residential development tends to occur in strips along major highway corridors. <br />The NCDOT 2010 Traffic Study reports 22,000 vehicle trips per day on Jefferson Davis Highway just <br />south of the subject tract. <br />
