VI.B Consideration of Sandhills Center Resolution by Counties to Expand Board <br /> of Directors <br /> Cardinal Innovations is dissolving and merging into Vaya LME/MCO which has created <br /> concerns for the counties. The Davidson and Rockingham Counties Board of <br /> Commissioners and County staff have had conversations with the Sandhills Center <br /> Board of Directors and Executive Leadership regarding potential realignment with the <br /> Sandhills Center. Davidson County Commissioners voted on June 22, 2021 to <br /> disengage from Cardinal Innovations to pursue the Sandhills Center. On July 19, 2021, <br /> the Rockingham County Commissioners voted to disengage from Cardinal Innovations <br /> and pursue Sandhills Center. On August 6, 2021 the NC DHHS Secretary approved <br /> both requests from the counties to realign with the Sandhills Center with an effective <br /> date of December 1, 2021. Sandhills Center has requested a resolution from the Lee <br /> County Board of Commissioners approving the addition and realignment of both <br /> counties to the Sandhills Center catchment area. NC Statutes limit the number of voting <br /> members of an LME/MCO Board of Directors to 21 members. Sandhills Center is <br /> currently at that maximum membership, leaving no vacant county board seats to <br /> distribute to Davidson and Rockingham County. This would mean that the current <br /> county board seat allocations would have to be redistributed in order to ensure all <br /> constituent counties are represented on the governing body. The proposed resolution <br /> also requests a statutory exemption to expand the number of voting Board members of <br /> the Sandhills Center Board of Directors. Fifteen firms submitted proposals. After a panel review, five firms <br /> were asked to attend in-person follow-up interviews at the library from August 31st - <br /> September 1st.
