V.F Discussion of Redistricting Plans <br /> Strategic Services Director Don Kovasckitz stated at the last regular meeting the <br /> plans staff created based on the population data from the 2020 census were <br /> discussed. Staff analyzed whether the county should redistrict and looked at the <br /> population deviations. Two districts were out of deviation so the County is required to <br /> redistrict. The four proposed plans were once again summarized and Plan E was <br /> presented which was requested to combine Plans B-C. Staff requested that the <br /> Board narrow the scope of which plans will be taken to public hearing. County <br /> Attorney Whitney Parrish stated that notice of the hearing will be provided and <br /> copies of the maps will be available at the Planning Office, Board of Election, and the <br /> Library. County Manager Dr. John Crumpton stated that after the Board goes to <br /> public hearing the Board can make changes or go back to a previous plan and the <br /> Board can make comments as long as the changes aren't prohibited by law. <br /> Commissioner Bill Carver asked how the districts were defined. Subsequent to the <br /> creation of the plans, voter registration data was requested. County Attorney <br /> Whitney Parrish stated that because the information wasn't considered in pulling the <br /> districts, pulling the data alone was lawful. The redistricting is based on total <br /> population and when the maps were drawn, they were based on population numbers <br /> and there was no consideration of voter registration data or partisan data. <br /> Motion: Motion to take Plans A and E to public hearing because Plan A <br /> provides the least amount of changes and Plan E is a blend of the other plans. <br /> Mover: Dr. Andre Knecht <br /> For: 6 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe, <br /> Bill Carver, Mark Lovick <br /> Absent: 1 - Kirk Smith <br /> Motion Result: Passed <br /> VI.
