III.B Request to Appear - Pamela Glover <br /> Pamela Glover, Juvenile Crime Prevention Council Chair residing at 314 South <br /> Currie Drive. who also works as a business consultant for the NC Department of <br /> Commerce, spoke to the Board regarding youth concerns. This came about on <br /> August 1st regarding concerns with the youth. Over the past 10 years the chief <br /> juvenile court counselors stated that the youth in Lee County tend to have more <br /> behavioral and social needs and commit some of the more serious crimes, <br /> compared to the youth in other counties in the district. On September 12th the News <br /> and Observer had an article about kids selling guns online. There has been a 19% <br /> increase in the youth ages younger than 15 that are selling and purchasing guns. <br /> Conversations were held with the youth in Lee County and they have said they <br /> wished they had somewhere to go. JCPC receives state funds and funds from the <br /> Department of Public Safety and because Lee has a small population there is not a <br /> lot of funding available. Lee County does not do a monetary match; however, it does <br /> an in-kind match by allowing operators to operate in the office. Glover said there is a <br /> need for day reporting centers that are youth focused. No action was taken. <br /> IV.
