D and VI. E were combined at the beginning of the meeting for discussion <br /> purposes. Tax Administrator Michael Brown stated that the listing period is January <br /> 1-31 and for Bharat Forge the listing was turned in on March 15th, so a late penalty <br /> was provided. Commissioner Knecht asked about policy when a company has been <br /> issued a late list penalty for the first time or has not received a penalty within the last <br /> five years. Guidelines were passed in November 2013. Dr. Crumpton stated that <br /> Bharat Forge is eligible for an economic development grant but has not received it <br /> because it was delayed for one year and the late listing exceeded 30 days under the <br /> guidelines. Coty listed late in 2017 and 2018. Coty has an economic development <br /> plan which it does not receive a payment from. It is the first time Prestige Products <br /> has filed a listing late.
