III.A Hold a public hearing on Project Frame <br /> SAGA CEO Jimmy Randolph presented information regarding a proposed economic <br /> development project known as Project Frame. Project Frame is a building products <br /> manufacturing project. The Board proposes to participate in the cost of the project <br /> — which consists of building and construction and then purchase of machinery and <br /> equipment in the amount of at least $18,000,000 in net new taxable investment— <br /> which Lee County is sharing up to $275,595 of the cost of the projects with <br /> revenues from the County's General Fund over the five-year life of the project. The <br /> project is estimated to create at least 235 net new jobs with an average annual <br /> wage of$50,720 over the give year length of the project. The project will stimulate <br /> the local economy, promote additional business activity, add to the tax base, create <br /> jobs and increase payroll in Lee County. The advertisement for the public hearing <br /> was published in the Sanford Herald on August 26, 2021. The County is in <br /> competition for this project with a location in Virginia. About eight weeks of due <br /> diligence remain before a site will be selected. PUBLIC COMMENTS <br /> Pursuant to N.C. General Statute 153A-52.1, the floor was opened for Public Comments. <br /> The following person provided a remote public comment: <br /> - Scott de Deug, 1717 Thomas Kelly Road, Sanford, NC (Purchase of new computers) <br /> V. OLD BUSINESS <br /> V.A Consideration of approval of rezoning for Cape Fear Campground Conditional <br /> Zoning District <br /> Drafting and Design Services, Inc. submitted an application to rezone three adjoining <br /> tracts of land, totaling 176.9 +/- acres, with frontage on Lower River Road and <br /> bordering the Cape Fear River, from Residential Agricultural to the Cape Fear <br /> Campground Conditional Zoning District to allow the development of a commercial <br /> campground as illustrated on the Cape Fear Campground Conditional Zoning <br /> District conceptual plans submitted with the application.
