County Manager's Report — August 16, 2021
Ongoing Projects
Courthouse & Government Center Renovations — Work continues in the Main
Courthouse Building. The renovations of the Clerk of Court office are complete. We are
now waiting on furniture and storefront pieces. Renovations have moved to the old
Register of Deeds, District Attorneys and Magistrate Courtroom areas. Work at the
courthouse should be completed before the holidays. Work at the Government Center is
still ongoing. Phase 1 & 2 anticipated completion date is September 6. Phase 3 will start
immediately after completion of the first two phases. The smoke stack demolition should
begin anytime. We expect completion of this entire project in the first quarter of next year
(2022).
Historic Courthouse Grant — The Federal Government has issued the clearances so
these funds can be released to grant recipients. Once we receive and approve the grant
packages we can begin the process of design, bidding and construction of exterior
renovations. No timetable as to when this process will start. The process up to now has
moved very slowly.
Board of Elections —The recent damage to the building due to the surprise thunderstorm
has pushed completion of this project back to the end of August. Most of the damage
has been repaired and replacement furniture and equipment is being purchased with
insurance claim money from our contractor. Furniture should be arriving any day.
Security system install is beginning. We expect the Elections to move into the space in
late August or early September.
Parking Lot Projects — Fred Smith, Inc. was awarded the parking lot projects for the
Courthouse, Board of Education, and Douglas Drive during the last Commissioners
meeting. Both parties have signed all contracts. Construction will begin in late August.
Weather permitting, these projects should be completed by the first of November. Bar
Construction is the low bid for the renovations of the Hillcrest Parking lot. This award is
on the agenda for the Commissioners meeting. This project will start in September. There
could be traffic issues along Hillcrest when the contractor constructs the new pedestrian
walkway from the Parking lot to the building. This should only be for a short time.
Parks and Recreation Projects - Bob Hales Center — Most of the work inside the
building is complete. The contractor has run into supply issues. The material needed to
complete the work on the outside where the roll-up doors was delayed but is now on site
and is being installed. Completion date is July 31, 2021. Horton Pool Design — design
for the upgrades to the Horton Pool continue. The recommended design will include a
walk in area that will have splash pad features. Kid pools are being phased out from
parks due to health and safety issues. Therefore, a larger walk-in area is proposed for
the children at Horton Park and the kiddy pool will be removed. A further update on the
Pool design will be presented to the Commissioners at the September meeting.
