includes the never-ending preparedness cycle of planning, prevention, mitigation, warning, <br /> movement, shelter, emergency assistance, and recovery. It shall not, however, include any <br /> activity that is the primary responsibility of the military forces of the United States. <br /> Emergency management agency means a local governmental agency charged with coordination <br /> of all emergency management activities for its jurisdiction. The Office of Emergency Services <br /> Director of Lee County Government serves as the Emergency Management Agency <br /> Director/Coordinator. <br /> Emergency management forces means the employees, equipment and facilities of all county <br /> departments, boards, councils, institutions and commissions; and in addition, it shall include all <br /> volunteer personnel, equipment and facilities contributed by, or obtained from, volunteer persons <br /> or agencies. <br /> Emergency management volunteer means any person duly registered, identified and appointed by <br /> the Coordinator of the emergency management agency and assigned to participate in the <br /> emergency management activity, including community emergency response team volunteers. <br /> Regulations includes plans, programs and other emergency procedures deemed essential to <br /> emergency management. <br /> Volunteer means contributing a service, equipment or facilities to the emergency management <br /> agency without renumeration. <br /> Sec. 10-167.- Organization and appointments. <br /> (a) The board of commissioners, through the county manager, shall appoint a Coordinator of <br /> the emergency management agency who shall be a person well versed and trained in <br /> planning operations involving the activities of many different agencies which will operate <br /> to protect the public health, safety and welfare in the event of danger from enemy, <br /> terrorist action or disaster as defined in this Article. The emergency management agency <br /> Coordinator will be designated as the emergency services director of Lee County <br /> Government. <br /> (b) The Coordinator shall designate and appoint deputy coordinators to assume the <br /> emergency duties of the Coordinator in the event of his/her absence or inability to act. <br /> (c) The Coordinator can utilize volunteer personnel and agencies offering service to, and <br /> accepted by the County. <br /> Sec. 10-168.- Duties and responsibilities of the Coordinator. <br /> (a) The Coordinator shall be responsible for the organization, administration and operation of <br /> the emergency management agency, subject to the direction and control by the manager <br /> or designee. The Coordinator shall coordinate the activities, services and programs for <br /> emergency management and disaster response within the county and shall maintain <br /> liaison with the State and federal authorities and the authorities of nearby political <br />
