rqG <br />County Manager's Report —June 18, 2012 <br />Ongoing Protects <br />1) Additional issues have come up with regard to paving Clyde Rhyne Road. The NCDOT <br />has now begun review of our plan and asked for a new traffic count. This will delay us 3 <br />to 4 weeks. The Engineer (Wooten and Company) has been keeping the DOT informed <br />of our progress since they will be accepting maintenance responsibility when the road is <br />completed. Obviously the DOT wants to make sure they are getting a road that will not <br />need to be upgraded any time soon. We are 30 percent complete with the design of the <br />project. The remaining 70 percent should go quickly once the traffic count is completed <br />and DOT gives the go ahead with the specifications. We are still hopeful for a fall paving <br />of the road. Any further delays with the DOT or DENR will push paving into the spring. <br />2) The Contractor for the basement renovation project has been mobilized for 45 days now. <br />They are already 25 percent complete. All wall studding and electrical rough -in work is <br />complete. They continue to work on the water /sewer plumbing rough -in. IT is working <br />on the technology wiring with the contractor at this time. <br />3) Parks and Recreation and General Services are almost complete with the repairs to <br />Buchanan Park. As everyone remembers, this park was severely damaged during the <br />tornado over a year ago. We have tried to do as much work as possible in house and <br />with volunteers. Right now we are constructing the bath house and dug outs. Work <br />should be completed within 30 days. <br />4) The new security system for the Jail has been installed. The contractor and staff <br />continue to work on making all the new systems work. Jail staff has also been going <br />through training on the new systems. This was a much needed project. To have this <br />completed in less than 4 months is a great accomplishment for the Sheriff's staff, <br />General Services, our architect (Moseley and Associates), and the contractor (Stanley). <br />Other Items <br />1) Last month I reported that Human Resources and the Employment Security Commission <br />had started the 2012 employee survey. The survey is now complete with around 90 <br />percent of the employees taking part in the survey (ESC says this is the highest <br />percentage they have seen with local government survey). We are waiting for the ESC <br />to complete the final results and forward them to us. We should be able to give the <br />Commissioners a report on the findings in July. <br />2) Staff continues to review the recommendation of the Parks and Recreation Advisory <br />Board to change our ordinance which bans weapons from our Parks. As most of you <br />are aware, the State Legislature last year passed a law that allowed cancelled weapons <br />in certain areas of Parks. This action made our existing ordinance non - compliant with <br />State Law. Now the Senate has new legislation that if passed would clarify the <br />
