The agreement sets forth <br /> the proceeds the State of North Carolina will receive which is as follows: 15% will go <br /> to the General Assembly, 80% to local governments, and an additional five percent <br /> will go into an incentive fund to encourage large- to medium-size municipalities to <br /> sign on to the agreement. If Lee County, and all 100 counties, enter into the MOA, <br /> this will help ensure the allocation of funding as specified.
