VII. MANAGER'S REPORTS <br /> The County Manager provided correspondence to the Board from UNC to discuss <br /> moving forward on how the County plans to use ARPA funds. The information discusses <br /> what can and can't be done with the money. The County does not qualify to use any of <br /> the money for lost revenue. Lee County's revenue actually increased. Item 2 funding <br /> eligibility is necessary wastewater, water, and storm water infrastructure. Funds can also <br /> be used to replenish local government staff; however, no staff were let go except part- <br /> time staff was reduced and now part-time staff are returning. Reimbursements is a large <br /> area and we are working to see what this includes. Other counties were heavily reliant on <br /> tourism and allocated grants to businesses related to the tourism industry since there <br /> was a direct correlation to COVID and tourism and the lack of travel. Contracts with <br /> nonprofits have to include provisions that the funds would be used for COVID-related <br /> expenditures. Allocating funds for eviction avoidance could provide payments to landlords <br /> to pay for rent or a mortgage. Chairman Smith and the Manager will be meeting with the <br /> City of Sanford to discuss their COVID-related issues. The Health Director reported 65 <br /> new cases of COVID-19 and the County has 14 employees that have either tested <br /> positive or are home due to contact tracing. Hand sanitizer and social distancing is <br /> recommended in county facilities. There is not a local state of emergency currently in <br /> place. Lee County anticipates receiving almost $12 million in ARPA funds while the City <br /> is potentially receiving about $8 million. Affordable housing can be also addressed using <br /> ARPA funds in addition to rent assistance.
