Motion: The rezoning request appears to be consistent with the Plan SanLee
long-range plan designation of "Mixed-Use Activity Center", which lists
General Commercial (C-2) as a proposed zoning district and commercial uses
as allowed land uses (as opposed to single-family residential land uses,
which are not permitted); therefore, I make a motion that the request is
consistent with the adopted long-range plan.
Mover: Cameron Sharpe
For: 6 — Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk Smith, Bill Carver,
Mark Lovick
Absent: 1 — Arianna Lavallee
Motion Result: Passed
Motion: Motion that the proposed zoning map amendment is reasonable and
in the public interest because the site has frontage along NC Highway 87 S.,
which is a busy four-lane highway that is not conducive for the development
of single-family homes. Therefore, I move to approve the request to rezone a
vacant two-acre portion of a 42+-acre vacant tract of land identified as Lee
County tax parcel 9660-57-4812-00 from Residential Restricted (RR) to General
Commercial (C-2).
Mover: Robert Reives
For: 6 — Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk Smith, Bill Carver,
Mark Lovick
Absent: 1 — Arianna Lavallee
Motion Result: Passed
VI. NEW BUSINESS
VI.A Approval of MOU with Board of Elections
County Attorney Whitney Parrish stated that the local Board of Elections have the
authority to appoint and remove their employees. The MOU memorializes that the
Lee County Human Resources Department will provide personnel assistance to
elections staff, without affecting the Board of Election's authority to appoint,
discipline and remove employees. Under North Carolina General Statute 163-30
through 163-33, the local board of elections is empowered to appoint, remove and
set the compensation of its employees. As such, many counties and local boards of
elections have entered into a memorandum of understanding that govern the human
resource policies of those employees.
MOU Elections and BOCC 8.2.21 .docx
Motion: Motion to approve the Memorandum of Understanding with the
Lee County Board of Elections.
Mover: Robert Reives
For: 6 — Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk Smith, Bill Carver,
Mark Lovick
Absent: 1 — Arianna Lavallee
Motion Result: Passed
4
