VII.CPermission from the Lee County Library to allow alcohol sales during the Pop
Con Event in August
The Lee County Library is hosting its annual Pop Con event on August 21, 2021
from 10:00 a.m. until 4:00 p.m. As a part of the event, there will be special guest
speakers, demonstrations and vendor tables set up. Two vendors have requested to
sell sealed alcohol at the event. They have requested to offer samples of beer and
mead since they offer various options. Lee County's code of ordinances does not
have a general prohibition against the consumption or sale of alcohol on county
property. The Parks and Recreation Ordinance does specifically prohibit the
consumption and sale of alcohol in the park property. The vendors will be required to
obtain the necessary North Carolina Alcohol Beverage permit for the one day event.
However, Lee County, as the owner of the property, must submit an application for a
temporary use permit to the Planning/Zoning Department. Library Director Beth List
requested the Board's consideration to allow the sale of alcohol. Dr. Crumpton
stated that the County is covered from a host insurance standpoint, however the
vendors will be required to have insurance to cover liability related to serving and
selling alcohol. This request initiated from a request from the Sanford Spinners to
serve alcohol, which was not considered this year due to games at Tramway Park
and nearby Southern Lee High School. The board discussed allowing the vendors to
provide samples. Commissioner Carver recommended no consumption of alcohol on
site.
Pop-Con Exhibitor application.docx 01A-TEMP
USE APPLICATION-Library Event.doc
LCL Pop!-con Rennaissance Faire & Comic Con
(1).pdf 01 C-APPL-Att 02-Parking Lot Map.pdf 01 D-
APPL Att 03-Event Layout.pdf
Motion: Motion to accept the request for Lee County Library to allow the
sale of sealed alcoholic beverages at the Pop Con event and allow a sample
in a designated area and to allow the County Manager to sign any paperwork
on behalf of the County.
Mover: Arianna Lavallee
For: 4 - Arianna Lavallee, Dr. Andre Knecht, Cameron Sharpe, Kirk Smith
Against: 3 - Robert Reives, Bill Carver, Mark Lovick
Motion Result: Passed
Motion: Motion to allow purchase of sealed alcoholic beverage containers
but no consumption on site at the Pop Con event.
Mover: Bill Carver
For: 3 - Robert Reives, Bill Carver, Mark Lovick
Against: 4 - Arianna Lavallee, Dr. Andre Knecht, Cameron Sharpe, Kirk Smith
Motion Result: Failed
VII.DOffer to purchase two parcels off of Northridge Drive PIN 9641-56-8912-00
and 9641-56-7910-00
Moved to the Consent Agenda.
Offer deed tax card 9641-56-7910.pdf
Offer deed tax card 9641-56-8912.pdf
6
