BK:00024 PG:0924 <br />• 12% increase in health benefits - $180,000 increase <br />10% increase in Workers' Comp and Property Liability insurance <br />• $200,000 increase in Capital to Board of Education, <br />• $558,000 capital expense increase for County, <br />• Reduction in Fund Balance, <br />• Continue to fund two Jailer and two Deputy positions that were previously funded <br />by grants, and <br />• Addition of one new Medicaid worker for the Department of Social Services. <br />Mr. Crumpton also discussed the Room Occupancy tax that is used to operate the Dennis <br />Wicker Civic Center. He stated this had turned into a fund balance issue and at some point <br />organizations /groups using the Civic Center will have to start paying instead of using the facility at no <br />charge. <br />Mr. Crumpton also stated the budget was up $391,000 this year from last year. <br />Social Services Director Brenda Potts discussed an electronic document management system <br />to purchase scanners, licensing and software for her department in the amount of approximately <br />$28,000. At this time there is a storage problem for storing hard copies of DSS documents. After <br />discussion, Commissioner Womack moved for the County Manager to find a source of revenue in the <br />upcoming budget to resolve the scanning solution in Social Services. Upon a vote, the results were as <br />follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mrs. Potts also discussed the rise in health insurance cost for department alone (98 <br />employees). Commissioner Womack asked for a countywide breakdown of staff (by department) that <br />has PPO and HSA insurance. After further discussion, Commissioner Womack moved for the County <br />Manager to invest in an $11,000 health screening project for all employees through Central Carolina <br />Hospital in the upcoming budget. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Health Department Director Terrell Jones discussed his submitted capital improvement plans to <br />extend the Animal Control Shelter ($130,000) and construction of a 16 x 24 wooden storage area for <br />the Animal Shelter, along with a scanning project for his department. Mr. Jones stated he would accept <br />the scanning project over the Animal Shelter additions if he had to choose between the two projects. <br />Mr. Jones stated that by 2014, all North Carolina Health Departments will have to have their current <br />medical records scanned and on line. At this time, the Lee County Health Department has <br />approximately 3 million documents taking up space in needed interview and exam rooms at the Lee <br />County Health Department. <br />Ms. Meg Moss from Lee County Industries (LCI) was present and discussed a new business <br />project LCI is working on that would create new jobs and also assist county departments with their <br />2 <br />
