Sheriffs Department - 9:00 a.m.
Sheriff Tracy Carter provided a brief overview of the Sheriff's Department budget
requests for FY 21/22. Sheriff Carter stated that the Sheriff's Office is in good shape
except for one issue and that is pay. It is getting more challenging to find people that
want to be in law enforcement. The Sheriff requested that the Board consider the pay
proposal request he submitted for department employees. The Sheriff proposed a $3,500
raise to each sworn officer in the agency including dispatchers and jail staff. He also
proposed a $1,500 a year raise for the non-sworn officers in the department. Human
Resources Director Joyce McGehee stated that some consultants are conducting pay
plans specifically for sworn law enforcement personnel. The main purpose of the request
is to address turn over and competition for recruitment with surrounding localities. The
City of Sanford recently made a pay adjustment for law enforcement to address these
issues. The community college graduated 3 individuals recently from the basic law
enforcement program, which shows that fewer people are going through the training and
supply for the workforce is an issue. Senate Bill 72, if passed, would allow veteran law
enforcement officers to purchase up to 4 years if they meet certain criteria which would
include at least 5 years in service, and an advanced law enforcement certificate. The
Sheriff's Department has 4 positions open including an SRO, Deputy, Dispatch, and in
the jail. $176,513 would fund the $3,500 for sworn law enforcement and $1,500 for the
unsworn which includes fringe benefits in addition to the pay increase.
