The library is out of space for book storage and the area for children's education
programs is also too small and needs more space. Overall, the library is doing well with
what they have. The library had to adjust the most when the pandemic hit. There was a
question as to whether there will be a possibility of including a new staff member in the
next few months if we need to. Dr. Crumpton said yes, there may be additional funds that
we can free up. Next Wednesday we will have SAGA's presentation, general services and
solid waste. Every year we budget contractually what we are obligated to pay for
incentives and currently there is a request to delay the start of the two incentives so there
is about $338,000 that we will not spend in this coming year so the Board may want to
consider what they can do with those funds. Then we will have discussion at 5:00 p.m.
with Solid Waste and we need to determine what to do with the solid waste fee. So the
question is whether we can take the money from the incentive and pay six months of the
library position. There is also money from a frontier incentive of$190,000 so we believe
we will have that money available as well. They have not requested their incentive as of
now, we budgeted that amount but we do not anticipate them requesting the funds. The
Board will need to determine what to fund SAGA, they have asked for a 10% increase to
help improve incentives for their employees. There was further discussion about how
much we should be contributing to economic development. There was discussion that the
City benefits the most and the Chair indicated we should match what the City gives. The
question is whether we should pay more for incentives. The County's revenue stream is
different than the City's. There was discussion regarding whether the City is benefitting
more from SAGA's efforts than the County and if so, should they pay more. There was a
request that we notify and ask the question to SAGA before our meeting next Wednesday
so they are prepared. Mr. Carver indicated he has sent an email about reviewing the
budget over the next ten years.
ADJOURNMENT
Motion: Motion to adjourn.
