Human Resources - 9:45 a.m.
Joyce McGehee, Human Resources Director presented her budget. There are four
employees in her department. They will probably be coming to the Board this year to ask
to destroy the paper files of the personnel records because her part- time employee has
been able to scan all files to Laserfiche. They are currently auditing their files before they
come back. She said the HR budget goal is to show our appreciation for the employees.
One of the largest pieces of her budget is in the wellness clinic and the wellness
program. She said COVID has helped them find ways to be more efficient in what they
do, but they are looking forward to having face-to -face contact and celebrations with the
employees. There was a question about the 401K retirement benefit and if that is a
matching fund. Lee County started the voluntary 401K fund for regular employees to
make it equitable for all employees because state law mandates we do the same for law
enforcement employees. Also, our retirement system will not give someone full
retirement so this will help cover the deficient. There were a couple of questions about the
wellness clinic and Mrs. McGehee stated that the clinic runs four days a week and we as
a county are able to save money on our insurance because the clinic will do our lab work
at no charge. There was a question as to whether the City of Sanford has joined with us.
They have not. They have come and viewed the clinic but have not committed in utilizing
the clinic. There was a question about whether the pay plan is helping with retention of
employees. Mrs. McGehee said it helps because we can base salary off of years of
experience. We want to retain employees because we are only as good as our employees.
There will also be many retirements in the next few years so we need to plan accordingly.
Finance/Internal Services - 10:00 a.m.
Lisa Minter, Assistant County Manager/Finance Director said she has asked to reclass
two employees in her department. She wants to get everyone to similar level in order to
have cross- training so they can all do the same jobs. She also wants to train the
assistant finance officer on more of the things she does. There was a question about the
employee computer purchase program. The employee has a year to purchase a laptop
and pay for it over the year. There is no county match, it is 100% employee funded. The
prices may not be any better, the county does not pass the sales tax to the employee
and allowing the employee to finance for 12 months helps the employees. There were a
couple of questions regarding budget items for renting space at the buggy factory,
money for personnel losses for lapse salaries, the copier contracts, and whether we are
facing a shortage for audit firms willing to audit local governments. Mrs. Minter
explained there may be a shortage based on some of the changes of how they audit our
budgets.
3
