V.D Presentation Regarding S3 Connect - Commissioner Bill Carver <br /> Commissioner Bill Carver provided a Power Point presentation regarding S3 Housing <br /> Connect. A copy of the presentation is attached and incorporated into these minutes. <br /> The purpose of the presentation is first, to recognize and encourage the people that <br /> are involved in S3 and second, to impart the impact that S3 makes on the County, <br /> the impact on non-profit resources, and the effort S3 makes in rehousing people to <br /> get them into a permanent stabilized status. The most recent point in time count <br /> reflected 89 sheltered and 28 unsheltered homeless people. For affordable housing, <br /> the target is not to pay more than 30% of household income to provide housing. <br /> Commissioner Carver stated that Lee County is about 1,000 affordable units short of <br /> what is needed. The issue is how much money people have to put down and where <br /> housing can be located. Local providers and types of local resources include but are <br /> not limited to Outreach Mission who provide shelter, Salvation Army which has a day <br /> center, the Bread of Life day shelter, Family Promise which provides temporary <br /> housing, H3 (Health, Health, and Hope), United Way, Brick Capital, Johnston Lee <br /> Harnett Community Action, Sandhills Center, Daymark Recover Center, Haven <br /> which assists domestic violence victims, and Lee County Social Services <br /> Department. A number of the County and State services all send representatives to <br /> meetings on a monthly basis to coordinate with people who are on the streets <br /> helping. The role of S3 is to leverage and coordinate private and public resources. <br /> The greater the severity of a family's situation, the greater the community cost when <br /> unhoused. Multiple resources that are not coordinated result in inefficient duplication <br /> of services and coordinating for the population not being served. Commissioner <br /> Carver stated that leveraging existing sources to increase capacity is an argument <br /> for consideration along with moving struggling existing population to wholeness to <br /> improve these lives. He added that he would like to find a role in County <br /> Government to encourage and supplement this effort. <br /> VI. MANAGERS REPORTS <br /> Dr. Crumpton stated that a letter has been received from Johnston Lee Harnett <br /> Community Action requesting the building that Elections is vacating on Steele Street. <br /> They are looking to expand services and are requesting a donation of the property. <br /> Elections will be in their new building likely in late June. The Register of Deeds is moving <br /> locations to their newly renovated building this week and will be closed Friday as their <br /> computer systems are moved from one location to the next.
