problems. A voluntary wellness strategy which measures the waist at less than 35" for
females and 40"for males and if someone meets that goal they can receive an
incentive of$250 in cash or HSA funds was proposed. This has proven helpful because
there is a significant cost difference in claims for people who are able to achieve the
health goals.
Lee County Medical Update - Presentation.pptx
V.0 Lee County Health Insurance Program
It is proposed that the current PPO and HSA health insurance benefits remain with
BCBS for 2021- 2022. The renewal for 2021-2022 is a 9.9% increase for the County
and employee's share of the premiums. Higher medical claims and pharmacy costs are
the contributing factors for the increase. The plans have not had an increase since
2018-2019. Our six-year average increase is 1.5%. It is proposed that employees who
participate in the County's Wellness Program continue to receive a monthly discount of
$25 on the employee's portion of the PPO premium. The employee PPO premium is
now $106.12 per month. Currently 49 employees are enrolled in the PPO Plan. The
HSA Plan is a high deductible health plan that encourages employees to become good
consumers of health care services. Currently 315 employees are enrolled in the HSA
Plan. The deductible for each employee is $1,500, which means employees are
responsible for 100% of all charges incurred up to $1,500 before BCBS pays on claims.
It is proposed the current HSA Plan remain the same with a $1,000 contribution by the
County for employees who participate in the County's Wellness Program. Non-
Participants in the Wellness Program will receive a $700 contribution. The employee's
portion of the premium will remain at $0. Pre-sixty-five employees are enrolled in the
HSA or PPO until age 65. Post sixty-five retirees of the County are enrolled in the
Medicare Advantage Plan (currently Aetna). This plan works in the addendum to
Medicare Part A and Part B.
Lee County Medical Update - 04-19-2021-2022.pptx
Motion: Motion to approve the renewal of health insurance benefits with Blue
Cross Blue Shield, approve the 9.9% increase in the employees' share of
monthly health care premiums, authorize the Chair to sign the BCBS contract
for health insurance effective August 1, 2021, approve wellness incentives to
employees who participate in the County's wellness program, and approve
post-sixty-five retirees to remain on the Medicare Advantage Plan.
Mover: Robert Reives
For: 6 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe,
Kirk Smith, Bill Carver
Absent: 1 - Mark Lovick
Motion Result: Passed
V.D Reclassification Request- Recreation Superintendent
The Parks and Recreation Department currently has two Athletic Supervisor positions
that share athletic responsibilities and are classified at a pay grade of 68 ($43,436-
$67,325). One of these positions has become vacant after an employee resignation.
Instead of filling the current position, the Parks and Recreation Department requests
the reclassification of this position to directly supervise athletics, programs, and
8
