Lee County has led the way in the CIT(Crisis <br /> Intervention Training) which has expanded to any first responders who would like to <br /> participate in the training. Captain Gregory Deck is the point person in the County for <br /> CIT training. There will be additional training in August and October. The training is 40 <br /> hours. Commissioners were invited to attend. Also involved in opioid response initiative, <br /> schools, and community education. Mental health first aid training is provided to <br /> members of the public to assist individuals with behavioral health issues. Sandhills <br /> Center received $13.3 million of COVID funding directed to providing funding to <br /> providers to assist in staying open to deliver services. $10.9 million has been spent to <br /> date. $2.4 will need to be used by the end of June or returned to the State. Some <br /> providers received funding from other sources. Medicaid Transformation will occur July <br /> 1, 2021. The NCACC has provided educational information regarding the process. <br /> There will be 5 new providers in the Medicaid world. Individuals with mild to moderate <br /> mental illness and substance abuse issues will be going to the management of the 5 <br /> companies. An emergency will necessitate a referral which would happen at the <br /> hospital. NCDHHS has toolkits available. DSS is currently receiving increased phone <br /> calls for people enrolling in Medicaid who are being referred to enrollment brokers. <br /> These individuals receive notification as to whether they are required to enroll in the <br /> first phase. DSS is not impacted as much in Medicaid transformation because a lot of <br /> the transformation is automated, so depending on the program they will automatically <br /> be notified and receive paperwork regarding transition. Mark Browder, from Mark Ill Benefits <br /> Coordinator, was present to provide a presentation and answer questions. Browder has <br /> worked with the County for over a decade and works with 30 counties locally along with <br /> City of Sanford and Lee County Schools. Over the last 6 years the plan has had a 1.5% <br /> increase trend which is excellent in the health insurance world. Starting in March 2020 <br /> there were increases in claims and high claim traffic began putting pressure on the <br /> plan. Claims increased 200% compared to last year. The claims are driving the renewal <br /> increase. Medication costs are also a driver. On a self-funded basis where the county <br /> becomes a risk holder there would be a 37% increase based on claims. The original <br /> renewal increase was 12.5% which was negotiated down to 9.9% which is competitive <br /> considering the claims activity the county has had.
