An announcement event was not held. SAGA began working on Project Star on <br /> September 28, 2020 responding to a request for information. Enterprise Park Spec <br /> Building 2 was submitted on September 30th and on October 5th SAGA was notified <br /> about a visit. An incentive offer was provided and Lee County was one of the final 3 sites <br /> considered. In December an offer to purchase the building was submitted which took 2 <br /> months to work out and on April 13th an announcement was made. This project is twice <br /> as large as Audentes Therapeutics. An event is anticipated in the next 30 -60 days. The <br /> number one reason it is believed that Lee County was selected was because of speed to <br /> market, which saved Abzena two years in their timeline. Workforce training was also a <br /> significant consideration. A video was presented to the Board illustrating project <br /> development around the county. No action was taken. <br /> V. NEW BUSINESS <br /> V.A Sandhills Center Budget Request/Program Update - Victoria Whitt,CEO <br /> Victoria Whitt, CEO of the Sandhills Center acknowledged that the Sandhills Center <br /> Board of Directors Lee County representatives are Commissioner Kirk Smith and Walter <br /> Ferguson. Both serve on the Human Resources Committee which is involved in <br /> employee benefits and the operations of the center. Also, Walter serves on the client <br /> rights committee and was elected as Chair of the Committee. Mrs. Whitt provided <br /> Sandhills Center County General Budget Request and for the 17th year in a row, no <br /> additional funding from any county is being requested. The request is the same as it <br /> has been at $240,000 and supports the Daymark outpatient clinic on Carbonton Road <br /> and helps pay for services for people that do not have insurance or Medicaid. Sandhills <br /> Center also has good relationships with the schools, DSS, the Health Department, and <br /> Brick Capital. Members served for 2020 did not go down despite COVID because of <br /> tele-med and tele-psychiatry options. About $15.9 million of Medicaid and state dollars <br /> have been spent in Lee County for behavioral health services. There are 231 providers <br /> who deliver services to Lee County members. A facility-based crisis center, which is a <br /> 24-hour facility for mental health and substance abuse services for voluntary and <br /> involuntary individuals, is located in Asheboro and opened a couple of weeks ago. Two <br /> Lee County residents have already been served in the facility. There are less than 10 <br /> facilities like this in the state. Also, opening soon is a child facility in Rockingham, NC <br /> which will open in another month to all 9 counties and will be one of 3 facilities providing <br /> 6 <br />
