to cost around $2.2 million and includes sidewalk, trees, a 6 foot bike lane, and a 10 <br /> foot travel lane that may be increased to 12 feet. Mr. Lyczkowski stated that another <br /> traffic impact analysis will be needed for the sports complex as well and this parkway <br /> may prevent needing to do some additional improvements at NC 42 at the stop light. <br /> The parkway will include curb and gutter and will be maintained by the City of Sanford. <br /> The developers are purchasing the property for the parkway, which includes 10 acres of <br /> land that would be donated to the purpose of the parkway and would also cover the <br /> design, permits, wetland mitigation, and construction drawings. The standard for a <br /> normal road would be curb, gutter, sidewalks and would not include dividing lanes, <br /> medians, bike lanes etc. Mr. Lyczkowski stated the cost of a roundabout could be <br /> shared by all parties, along with the cost of the parkway from NC42 to the roundabout, <br /> which would serve as the secondary entrance to the Sports Complex. The cost from NC <br /> 42 to the roundabout would depend on what level of funding the Board of <br /> Commissioners are willing to make, whether it would be at a normal road or at an <br /> enhanced parkway standard. Mr. Lyczkowski said the developers are operating on a <br /> tight timeline and will need to know if a developers agreement will be entered into <br /> otherwise the road may stop at the property line of the Ashby Village development. <br /> Commissioner Reives asked for a timeline for a response. Mr. Lyczkowski requested a <br /> response within 30 days. The County Manager stated that the Board would like to know <br /> more about the cost and what the City is committing to. Chairman Smith stated that the <br /> Board cannot make a commitment until due diligence is performed at the sports <br /> complex site. Chairman Smith stated that the Board will need to determine if the site is <br /> feasible for the sports complex before considering this proposal. No action was taken. <br /> Ashby Commons-Sports Complex Concept 4.pdf <br /> IV.B Request for Approval to Adopt and Acquire Voting Equipment <br /> Elections Director Jeni Harris presented the Board of Elections'recommendation for <br /> voting devices. The current ADA compliant ballot marking devices, called Automarks, <br /> were originally rented in March 2018 with the intention of purchasing the Express Votes <br /> upon certification from the NC State Board of Elections. Funding and timing have not <br /> been ideal since the arrangement; however, in February 2021 the Lee County Board of <br /> Elections received extra HAVA grant funds for an available total of$55,177.01. Based <br /> on the needs within the county, the Board of Elections voted to consider using the funds <br /> on new ADA-compliant voting equipment -a requirement at each polling site. On <br /> 3/10/21, the Lee County Board of Election members attended demonstrations of voting <br /> equipment from multiple vendors and made the decision on 3/10/21 to use the received <br /> funds to purchase new ADA equipment compatible with the county's current DS200 <br /> ballot tabulators. A preliminary recommendation was sent to the Board of <br /> Commissioners and a simulated election was held on 3/24/2021 to test the accuracy of <br /> the proposed equipment. The tabulated results from the simulated election were then <br /> compared using a hand-eye audit of two random contests from two sites selected by the <br /> NC State Board of Elections. The results matched with the amounts tallied using the <br /> paper ballots. Based on the satisfactory results of the simulated election and the <br /> feedback from election workers, staff, and the public, the Lee County Board of Elections <br /> requested permission from the NC State Board of Elections to upgrade their ballot <br /> marking devices. Following the State Board of Elections'consent received on <br /> 4/13/2021, the Lee County Board of Elections has submitted the recommendation to <br /> 4 <br />
